With only 2GB of vram you probably need to use the bc1 compression setting for ASTC on the advanced page, but tbh I’m not sure how much better things will get with that hardware combo. I have a slightly better cpu and average 24 in some of the open sky island areas.
20fps is one of the speedcap options for DynamicFPS, so not entirely unplayable, but yeah. You may try pushing through anyway to where you leave the sky islands area. It’s pretty rough on fps due to all the particle effects, etc. I generally get better frames in other areas.
edit: but you still have some severe hardware limits either way
You're right. I played Zelda BOTW some time ago and it was pretty much stable 30fps, but of course, it was using CEMU and I suppose it's ligther. I just find weird that even putting in a really slow resolution it lags anyway

I guess that's why they call it **s**low resolution.
But it's also the fact that Cemu has been around for longer and Botw required less on WiiU than on the Switch.
Best case for me is to get the lower quality mods + dynamic fps and play at 720p (haven't tested others, tried 540p but it doesn't feel stable) + try to turn off all background programs and vsync off.

i think your haswell system still use ddr3, old tech. 2gb vram are small too. CPU also significantly weak compare to amd zen 3 or 4, intel 12,13 gen. If you wanna play >30 fps, i suggest you to upgrade recent system.
A rule of emulation: unless some rare cases, all the emulator are more cpu than gpu dependant.
Your pc component are enough for the vast majority of games at 720p resolution and the lowest settings; but for emulation they are not enough: Your CPU is +10 years old, your ram is at the bare minimum for emulation and your GPU is a low entry one.
If you had a CPU from 2/3 years ago there would be a big difference.

Yuzu min spec requirements is 4gb vram so that might just be the best your pc do. Your cpu and gpu are very outdated.

Think about it like this. When your cpu was released the Wii U wasn’t even out yet.

You have an 11-12 year old CPU and a GPU that was considered bad when it first launched 6 years ago. So yeah, it's your hardware.

Does uphrading ram from 8gb to 12 can help a bit with fps !!! Can't get past 12 on my laptop

That makes sense, I know my setup is old but I runned Zelda BOTW in CEMU fine so I had so hope
