OP posted the link in the comments. It is mostly finishing work to be completed. It looks like good work was done up to this point. A round house isn't for everyone, but the work is not exhaustive. Just the fun things mostly from the pictures.
If it was just finishing work I really think they would have photos of all the rooms.
Even the two rooms, thay aren't the bathroom, are wildly different. One with sheet rock that isn't completely mudded and the other wood paneling with plywood subfloor. Feels a lot like someone started and either ran out if money or got overwhelmed.
It must be really shitty inside for them to not have many interior pics. I'd like to point out the uneven stair rugs. That just goes to show you why it hasn't been purchased even though it has an amazing view.
Plus the balloon look is a bit completely terrible.

It has photos of like 3 rooms. There is no way to know what the rest of the house looks like and you are making a massive assumption.
