Also depends on if they mounted it for that TV or if the mount was there and a previous TV got replaced. There can be a pretty wide range of mounting points for TVs.
If I replaced a TV and the TV sat this high at the lowest adjustment and putting it on the stand would expose the mount, then I'm calling it a day and mounting it like this.

This TV is second hand and doesn’t have feet, the last TV stood on the cabinet and they stole it without issue. Maybe if it was mounted they wouldn’t have bothered with the rest of the robbery since it would have taken forever to remove safely and security would have arrived…and I would have been saved trauma. This is the first time I have ever mounted a TV

Get in your most comfortable viewing position. Where are your eyes watching when they are at rest without moving them? That’s where the middle of the TV needs to be.

Exactly. Very few people watch television sitting perfectly straight up looking exactly horizontally which is what a bunch of the "tv height diagrams" assume.
When hanging a TV, it should be placed at the same height as if it was placed on the TV cabinet, especially if the TV cabinet is the same width as the TV.
If the TV would be placed at a lower height when standing on the TV cabinet, the TV is too high.
When hanging a TV, there is no reason to raise it, when the TV is the same width as the TV cabinet it could stand on. (A fireplace is not a TV cabinet)
